WhatsApp is currently releasing a new beta update for its Android users through the Google Play Beta Program, which can be identified by the build version 2.21.25.6. This update brings hidden references about a new layout when sending media, available in a future update.
As you can see in the preview mentioned below, the new beta build indicates some small UI changes for future updates. Apart from this change, this new layout will allow the selection of the recipient of the current media.

Moreover, before the public release, this layout may change its appearance as it is currently under development. Although this feature has currently been released for Android WhatsApp beta testers, it will soon be available for WhatsApp for iOS.
